Stavanger’s Vision for Paradis: A Transformational Step Towards Sustainability

Stavanger Municipality and Bane NOR Eiendom are taking a pivotal step towards realizing their ambitious vision for the Paradis district.

In December 2024, the company will sign a partnership agreement with FutureBuilt, aiming to transform the area around Hillevågsvatnet into a flagship project for sustainable solutions.

– Transforming the former industrial site at Paradis into a vibrant urban district is crucial for positioning Stavanger as a green city. Our collaboration with Bane NOR Eiendom through FutureBuilt provides a unique opportunity to create an innovative and sustainable neighbourhood, says Gunn Jorunn Aasland, Director of Urban and Community Planning at Stavanger Municipality.

The development plans include 6,000 to 7,000 new jobs and 1,000 homes in a prime public transport hub, facilitating eco-friendly mobility via cycling, buses, and trains. – This is not only a smart land-use strategy but also a vital initiative to protect natural areas by repurposing the old freight site, explains Ingvald Berntsen, Project Manager at Bane NOR Eiendom.

Located between Lagårdsveien and Hillevågsvatnet, the new district aims to become a bustling urban hub with dynamic public spaces centred around Paradis Station.

How Paradis Will Become a Green Pioneer

Achieving these ambitions requires an innovative and comprehensive approach. Key focus areas currently under development include:

  • Seawater cooling systems for all buildings, utilizing water from Hillevågsbukta
  • Low-temperature circulation systems to heat all structures
  • Meeting EU taxonomy standards with low greenhouse gas emissions
  • Architecture that reflects local identity and values
  • Design that encourages activity and life at street level
  • A new public square and community space at the heart of the district
  • Preserving parts of Buehallen and potentially Terje Viken House
  • Reusing materials, building components, and on-site resources
  • Integrating old railway tracks into the design of public spaces
  • Prioritizing local suppliers and low-emission materials
  • Ensuring a zero-emission construction site
  • Mapping and enhancing biodiversity and ecological systems to establish a cohesive green infrastructure
  • Transforming the park and promenade along Hillevågsvatnet into vibrant, engaging destinations
  • Implementing balanced mass handling to minimize climate impact
  • Establishing a plant nursery to promote both environmental and social sustainability
  • Cleaning and improving the water quality of Hillevågsvatnet

Paradis is set to become more than just a green urban district—it will serve as a benchmark for sustainable development and innovative urban design.
